Wildcards are not supported for blocking, sorry. Please do keep in mind I am not a Microsoft employee simply another user like you, I do not speak on behalf of the company.
Another option is to change your filter level.
Go to the Outlook app on PC, then go to the search bar and type ‘Junk E-mail Options’ and turn the scale up.

For your last question, it usually takes time to build up. I have been using this email for about a year and have had no spam coming in.

I am so sorry to hear you are having issues with your Microsoft account and the spam. Microsoft has acknowledged this problem and is trying to deal with it.
In the meantime, you can try to block their domains:
Select Settings Settings button > Mail > Junk email.
If you want to block an email address, enter the email address in Blocked senders and select Add. If you want to block all email from a domain, enter the domain name in Blocked domains and select Add.

However, the most effective way is to change your account alias.
It can very destructive and tedious but it is your best bet. By changing your alias, the information that has been leaked is no longer relevant and therefore you will not get anymore spam. #
Here are the steps:
Go to Add an alias. Sign in to your Microsoft account, if prompted. [https://account.live.com/AddAssocId]
Under Add an alias, do one of the following:
Create a new Outlook.com email address and add it as an alias.
Add an existing email address as an alias.
Select Add alias.
Next you should go to Manage How you Sign into Microsoft: [account.live.com/names/manage], chose your new alias as your primary and then delete your past Alias.

It is important to keep in mind you will now refer to your account as this alias for future use. Keep both account names safely detailed down in case you need to go back to it for whatever reason.
I would also recommend updating your services to use your new email address.
You should now have to log in with your new email account from now on.
