First, I am very sorry about this issue. I want to assure you that you are not the only one having this problem. A lot of people have reported this problem here in this forum.
I and others have reported it to Microsoft and the reply we got as you can see in this thread here: https://answers.microsoft.com/thread/301a6aea-9310-466c-b78d-b1ae0e1b1c4a
It will take them up to 24 hours to clear this issue.
So let us bear with them until then.
The only update I have is that, mails sent without attachment do not bounce back
If you get any update, do share with me, and if I have an update you will find it in the link above, as I will share it there.
