Gets or sets the SOAP and WS-Addressing versions that are used to format the text message.

The MessageVersion that is used to format messages. The default value is Soap12WSAddressing10.

The default MessageVersion for this constructor is the version of WS-Addressing 1.0 and SOAP 1.2.
