Gets a collection of issuer channel behaviors.

A Dictionary<TKey,TValue> of IEndpointBehaviors.
Remarks
The dictionary keys are the URIs of the Security Token Services that the client wants to communicate with. The entry for each URI is a KeyedByTypeCollection<TItem> of the endpoint behaviors that the application uses in the channels created by WCF to get the issued tokens from the Security Token Services.
