The optional carrier Id, may be
TelephonyManager#UNKNOWN_CARRIER_ID.

The optional fine-grained carrierId, may be TelephonyManager#UNKNOWN_CARRIER_ID. A specific carrierId may
be different from the carrierId above in a MVNO scenario. See
