        Note this is the id assigned by the data service.
        The id remains the same for data connection handover between
        <code data-dev-comment-type="c">AccessNetworkConstants#TRANSPORT_TYPE_WLAN</code> and
        <code data-dev-comment-type="c">AccessNetworkConstants#TRANSPORT_TYPE_WWAN</code>
