Returns the frequency bands that need to be scanned.
The returned value is defined in either of AccessNetworkConstants.GeranBand, AccessNetworkConstants.UtranBand, AccessNetworkConstants.EutranBand, and AccessNetworkConstants.NgranBands, and it depends on the returned value of #getRadioAccessNetwork().
