Gets or sets a value that indicates whether ChartSheetBase formatting cannot be modified by the user.

Remarks
When this property is true, the Object command on the Format menu is disabled and Microsoft.Office.Tools.Excel.ChartSheetBase elements cannot be added, moved, resized, or deleted.
