注釈

このメソッドの呼び出しは、 プロパティによって返されるコレクションで メソッドを呼び出 Add すことと Cookies 同じです。

指定した Cookie がプロパティのコレクションに Cookies 存在しない場合は、 cookie が追加されます。 クッキーがコレクションに存在する場合は、 cookie それを置き換えます。
