Returns a value that indicates whether the specified rune is categorized as a punctuation mark.

Remarks
This method is equivalent to querying GetUnicodeCategory(Rune) and comparing the result against any of the values ConnectorPunctuation, DashPunctuation, OpenPunctuation, ClosePunctuation, InitialQuotePunctuation, FinalQuotePunctuation, and OtherPunctuation.
