CreateManifestResourceName.PrependCultureAsDirectory Property
This API supports the .NET Framework infrastructure and is not intended to be used directly from your code.
Gets or sets whether the culture name should be prepended to the manifest resource name as a directory.

Remarks
This is true by default.
