So to confirm, the "LocalServiceNoNetworkFirewall" service utilizes CPU only when using that program right? Meaning, if you close that program, the CPU utilization of "LocalServiceNoNetworkFirewall" normalizes right?
If that's the case, then let's try to exclude from Windows Defender your "NDIS version 6.20" & other apps used in creating that camera viewer program. Let's exclude there EXE & Application Folder by following the steps below & see if it fixes it.
Click Start > type the word "Security" > open "Windows Security" > click "Virus & threat protection" > click the link "Manage settings" > scroll down
• To exempt your app EXE, click "Manage Controlled folder access" > click "Add or remove exclusions" > "+ Add an exclusion" > choose "Folder" > find the application folder of "NDIS version 6.20 app" & other apps folder you're using to create your "camera viewer program"
• To exempt your app Folder, click "Manage Controlled folder access" > click "Allow an app through Controlled folder access" > click "+ Add an allowed app" > choose "Browse all apps" > find the .exe file of the "NDIS version 6.20 app" & other apps you're using to create your "camera viewer program"
By the way, will the same CPU peak issue also occur when either doing below?
• search using "Cortana"
• switch applications or hover over the Taskbar
Are you also using either "Chinese Simplified" & "Chinese Traditional" languages?
