Can you also try to enable the built-in administrator account and see if you'll be able to install the game properly:
- Press Windows+R on your keyboard and type "cmd" then press OK
- On the command prompt window, type
net user administrator /active:yesand press Enter - Perform a reboot, login to your admin account.
- Once done, try to install forza horizon
- If it still won't install, temporarily disable your antivirus and try again.
You may also re-register Windows apps
- On your search bar, type "Windows PowerShell" and select Run as administrator
- Type the command:
Set-ExecutionPolicy Unrestricted and press Enter
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} and press Enter
- Close the powershell window and go to C:/Users/yourusername/AppData/Local and look for the folder "TileDataLayer" > delete the folder if found (skip to the next step if the folder doesn't exist)
- Perform a reboot and check again
