Yes it is very likely that the issue is being caused by the PC being part of an organisation, if they are using WSUS (Window Server Update Services) on the network the IT administrator have to download and approve each language package available to users.
It might simply be a case that for this language package it has not been downloaded or approved, I would recommend contacting the IT department and see if they can make this available for you.
