Just checked unfortunately it's true. The dancing hen (hendance) emoji in Microsoft Teams is a static image and does not move. It may appear as if it is dancing because of its animated design and the way it is positioned, but it does not have any dynamic movement or animation.
Microsoft Teams offers a wide range of emojis and stickers that users can use to express themselves during conversations. While some of these emojis may have subtle animations or effects, the majority of them are static images that do not move.

Also, I would suggest submitting feedback through the Teams app by selecting the Help button at the bottom lower-left of Teams and then choosing to Suggest a feature or Give feedback to tell us what you think. So that they can include the additional features that you want to see in future releases.
