In Windows 11 version 24H2, your device is in the Modern Standby (S0 low power idle) state, which maintains network connectivity during sleep, but that does not guarantee that app notifications will work as expected, such as notifications for Outlook mail. While the operating system may indicate "network connected," Outlook does not trigger notifications because the app is suspended in S0 unless the app and supporting hardware explicitly allow this feature. To maximize the chance of receiving a notification, be sure Outlook is allowed to run in the background in Settings > Apps > Installed apps > Outlook > Advanced options, and that Battery optimization is removed for Outlook.
You can also make sure in Settings > System > Power & battery > Battery usage, that Outlook is not being restricted. However, even following those steps, Windows does not to support alarm style triggers for mail in sleep.
Notification alerts are only guaranteed if the device stays awake or if it is allowed to use the connected stand by configuration with supported push services.
