Hello,
Thank you for posting question on Microsoft Windows Forum!
Based on the error message "This edition cannot be upgraded" when authenticating with our Windows Server 2016 Standard license key. Well! This error typically occurs if you installed the Evaluation Edition from the Microsoft Evaluation Center and are trying to activate it using a Retail or Volume License key through the standard GUI (Settings > Update & Security > Activation). The GUI does not support direct "upgrades" from Evaluation to Licensed versions. The suggestion here is to use the Deployment Image Servicing and Management (DISM) tool to convert the edition. Please refer to this article https://learn.microsoft.com/en-us/windows-server/get-started/upgrade-conversion-options for more information.
Regarding the error "Service Unavailable - Zero size object" which is a Content Delivery Network (CDN) error, specifically from Akamai (edgesuite.net), which Microsoft uses to host Volume Licensing files. This might indicate that the portal is having trouble communicating with the file server or your browser session has become corrupted. The suggestion is to use Incognito/Private Mode. This will bypass cached cookies that often cause "Service Unavailable" errors on the Volume Licensing Service Center (VLSC) or Microsoft 365 Admin Center. On the other hand, you can try a different browser or clear Browser state. Specifically clearing the cache and cookies for microsoft.com and edgesuite.net.
In case, you are using the old VLSC portal, try navigating to the Microsoft 365 Admin Center > Billing > Your Products > Volume Licensing to download the media from there, as it uses a more modern infrastructure. You can consult this article https://learn.microsoft.com/vi-vn/microsoft-365/commerce/licenses/manage-volume-licensing?view=o365-worldwide for more information.
