Newly Promoted Win2K8 DC is not advertising as Domain Controller.

A newly promoted DC may fail to advertise as DC, if the forest functional level is set to Windows 2008. Windows 2008 forest functional level leverages DFSR for SYSVOL replication. You will get following DFSR event ids:

Source: DFSR     Event ID: 1202

Source: DFSR     Event ID: 4612

Source: DFSR     Event ID: 5008

Source: DFSR     Event ID: 4614

If we have issues with Name resolution then this issue can happen. Please make sure to resolve name resolution problem.

Even after correcting the name resolution problem you should check following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DFSR\Parameters\SysVols\Seeding SysVols\domain.com

"Parent Computer"="DC1.domain.com"

This registry key controls the DC from which Sysvol has to be seeded. Please make sure that we have right entry for this key and pointing to a valid DC.
