Office 365 Exchange distribution group - user can't be included as both accepted and rejected

Im trying to add a user to 'Delivery Management' so that the user is able to send mail to this distribution group. Users who are not included are not allowed to send mail to this group. Im able to include a few users but for this user I get an error:

*The recipient "eurpr03a003.prod.outlook.com/Microsoft Exchange Hosted Organizations/Domain.onmicrosoft.com/User" can't be included as both accepted and rejected

*So when you include a user the distribution group should accept mail from this user. but the error states that you cant include both accept and reject. so this means that there is a reject rule somewhere active!? where can I reject users for distribution groups?
