Whitout creating everything from scratch it is now possible to have your whole infrastructure in the Cloud just with a basi configuration and allowing Azure to have access them to start migration.
Azure Migrate Service is sometimes called as a Hub Service and there are some Migrator services which can help you to migrate each of your services, application, servers, data etc.. With any of the tools Microsoft Azure provides.

Azure Migrate: Server Assessment Assess servers Discover and assess on-premises VMware VMs, Hyper-V VMs,and physical servers, to figure out whether they're ready for migration to Azure.
Azure Migrate: Server Migration Migrate servers Migrate VMware VMs, Hyper-V VMs, physical servers, as well as other virtualized machines, and public cloud VMs, to Azure.
Database Migration Assistant (DMA) Assess on-premises SQL Server databases for migration to Azure SQL DB, Azure SQL Managed Instance, or Azure VMs running SQL Server. DMA provides information about potential blocking issues for migration. It identifies unsupported features, as well as new features that you can benefit from after migration, and helps you to identify the right path for database migration.
