When overridden in a derived class, the CreateNewElement() method creates a new KeyValueConfigurationElement object.

Remarks
Override the CreateNewElement method to create custom KeyValueConfigurationElement objects. When a collection is loaded from the configuration file, the CreateNewElement method is called to create individual elements. The CreateNewElement method must be overridden in classes that derive from the KeyValueConfigurationCollection class.
