The UnregisterBusinessLogicHandler method can only be called by members of the sysadmin fixed server role and members of the db_owner fixed database role
Calling RegisterBusinessLogicHandler is equivalent to executing sp_unregistercustomresolver(Transact-SQL).
The UnregisterBusinessLogicHandler method can only be used with servers running on SQL Server 2005 and later releases.
