As you build an agent powered by the GitHub Copilot harness, the Review entry point gives you a single place to see issues that affect your agent's readiness, governance, and security. It surfaces problems caused by data policies, Advanced Connector Policies, and other organizational controls, so you can find and resolve them before they block publishing.

Usage-based billing applies to using, building, testing, and evaluating agents. These actions might consume Copilot Credits. Learn more in Manage costs for agents powered by the GitHub Copilot harness.
The Review panel helps you quickly understand:
- Whether your agent is blocked or ready to publish
- How you can improve your agent's readiness
- What's causing an issue, and what to do about it
- When an organization policy is the source of a restriction
Note
The Review panel doesn't replace admin-level governance or compliance reporting. Some detailed diagnostics might still be available in other experiences, such as the Power Platform admin center.
The Review icon
appears in the top menu bar. It's always visible while you build your agent, and the icon shows the number of outstanding issues.
Severity levels
The Review panel groups issues by severity:
| Severity | Description |
|---|---|
| Blocking | Issues that prevent you from publishing the agent |
| Warning | Issues that don't block publishing but might affect the agent's behavior or compliance |
Your agent is ready to publish when it has no blocking issues. Warnings don't stop publishing, but review them to understand how they might affect your agent. Learn more in Publish an agent.
The Review panel lists issues ordered by severity: Blocking issues first, followed by Warnings. Each issue shows a short title, a one-line explanation, and a call to action, such as Update settings or Contact admin, that takes you to where you can resolve it.
The Review panel can surface issues such as:
- A data policy blocks a tool, connector, or knowledge source your agent uses.
- Sign-in isn't required, so anyone with the link can use the agent.
- No channel is configured, so people need another entry point to use the agent once it's published.
- The agent uses an experimental or preview model, which hasn't completed full testing.
If your organization configured a contact or help link for policy-related errors, that guidance appears alongside blocked items and in the Review panel. If your organization hasn't configured this guidance, a default message appears instead. Admins can configure the contact email and a Learn more link for data policy errors as described in Add and update the "Learn more" and admin contact email links.
Blocked tools, connectors, models, and skills
When a data policy or Advanced Connector Policy blocks a tool, connector, AI model, or skill, that item appears disabled wherever you'd normally select it, such as the tools list, model list, or skills list. Hover over the cross
icon next to the disabled item to see why it's blocked.
