I'm sorry for these problems, in that case as you've already tried several solutions, I suggest you to Reset the Window following the procedure below.
This method uses an installation USB, I believe that this way you will be able to Reset Windows, and reconfigure it with administrator privileges again.

Configure in your computer's BIOS to start via the USB installation.

- Boot with the Pen Drive;
- When the installation window appears, click Repair your computer;
- Click Troubleshooting;
- Advanced options;
- Click Restore PC > Choose between "Keep Files" or "Remove All".
