why does this pop up? i am the admin and i cant do anything to prevent it, trust me i have tried everything.

i am so tired of this, windows flipping s**ks, i cant even reset my pc beacuse i cant change any adminstor stuff even tho i am the admin over the pc, when i press on something that needs admin to open or use, the app either crashes or it does not open, whyyy?????? windows why?? why dont your system make any sense???? get some sense into it, trust me i have treid everything, but every one that is trying to help me, wants me to go into a app i cant go into, beacuse my adminstator rights is all messed up. my geuss it that i have a virus in my pc, but windows cant detect it so WHAT is it then?? can some smart MF help me, beacuse every windows employe is very bad at helping, sorry for my rude language, i have spent so many nights to figure this out and i am going insane beacuse i cant do any work done, all the nights i have used to figure it out and i still cant find any solution to my problem, i have treid asking this website 3 times before but every time i have asked they tell me to do the same stuff, and they never figure it out, so what is it???

    And yeah i forgot to mention i cant install stuff. I can install the installer for media creation tool, But i cant install the app through the installer, the installer just freezes when i try to install the app. i have already treid this before you said this to me. But when i install a videogame from the launcher steam that works fine.
