Getting this error [<IPFSVC>AppManagerThread@ipf_apploader.c#306]<15147190 ms>: AppLoader LoadLibraries Failure <pipe://ipfsrv.dptftcs> [ESIF_E_NOT_FOUND] (15120000ms total, 300000ms delay)

I'm having this error in the log: [<IPFSVC>AppManagerThread@ipf_apploader.c#306]<15147190 ms>: AppLoader LoadLibraries Failure pipe://ipfsrv.dptftcs [ESIF_E_NOT_FOUND] (15120000ms total, 300000ms delay)

Before this error happens a part of my sowtware stops launching - programs like Premiere, Shutter Encoder and some others just halt during the initialization process. Killing the process does not help, and only a reboot fixes it for the second time it happens.

I first thought it might have been Premiere, but it happens randomly and Adobe cannot replicate it. So it happens like this:

• at a certain moment Premiere freezes. Normally during the work or when I try to close it. Sometimes it reports I have not enough memory though it never goes beyond 40 Gb of Ram out of all my 64.
• so I restart Premiere and it just hangs on the initialization process
• if I try and launch Shutter Encoder, Kaspersky antivirus, some other programs, thay all hang during this initialization stage.

Hi, I did these CMD combinations several times already and it gave no result - my system says it has no breaks or faults. Nonetheless, I did it again and here's the result:

sfc /scannow

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

It says here everything is fine.

APlease try a repair install as the next step. It keeps everything, including apps and files, and reinstalls Windows.
