java.util.Locale.Category#FORMAT FORMAT locale.

Returns a percentage format for the current default java.util.Locale.Category#FORMAT FORMAT locale.
This is equivalent to calling #getPercentInstance(Locale) getPercentInstance(Locale.getDefault(Locale.Category.FORMAT)).
