Returns a value that indicates whether this XamlType represents a type that cannot be resolved in the underlying type system.

Remarks
This method can be invoked by calls to IsUnknown.
The default implementation can use CLR reflection. For a null UnderlyingType, it returns true
.
Override this method if you want IsUnknown to use different logic.
