Server-Level Groups
Server-level groups are groups that are created directly on the Team Foundation Server. This is in contrast to team project groups, which are associated with a specific project. Server-level groups can be assigned permissions to perform tasks on the Team Foundation server itself, such as creating new projects or administrating users. They can also be assigned to projects and given project-specific permissions, such as permission to start a build or delete a project.
