Checks if a specified assembly is a system assembly and gets its framework version.

[out] True if the assembly is a system assembly.

[out] A IEnumTargetFrameworks value specifying the supported framework version.
Return Value
Type: System.Int32
If the method succeeds, it returns S_OK. If it fails, it returns an error code.
