Gets the leap second associated with the clock's time.

The sign of the value is defined by the following equation:

UtcTimeNanos = TimeNanos - (FullBiasNanos + BiasNanos) - LeapSecond * 1,000,000,000

The value is only available if #hasLeapSecond() is true.
