Does the Time Zone on the computer I'm running the Exchange tool matter?

Q: Does the Time Zone on the computer I'm running the Exchange tool matter? Or must it match the time zone of the mailbox the tool is updating? i.e. can I run the tool on a PC in the "Pacific Time Zone" to update a mailbox in the "Eastern Time Zone"?
A: No. The tool will extract the user time zone from several "hints" and adjust the client accordingly while rebasing
