Returns a value that indicates whether this converter can convert an instance of a specified type to a BitmapSource.

Returns
true if objects of the specified type can be converted; otherwise, false.
Remarks
As implemented in this class, this method returns true only if sourceType is a Uri.
The context parameter is not used. See Notes for Inheritors.

Override this method to provide your own conversion requirements. Use the context parameter to extract additional information about the environment from which this converter is invoked. This parameter can be null; therefore, always check it. Also, properties on the context object can return a null reference (Nothing).
