You can use android.os.PowerManager#isIgnoringBatteryOptimizations PowerManager.isIgnoringBatteryOptimizations() to determine if an application is already ignoring optimizations. You can use #ACTION_REQUEST_IGNORE_BATTERY_OPTIMIZATIONS to ask the user to put you on this list.
