Determines if two instances of FragmentState describes the different TextFragment state.

Returns true
if both instances of FragmentState, state1
and state2
, do not describe the same TextFragment state, otherwise false
is returned.
Remarks
The equivalent method for this operator is FragmentState.Equals(FragmentState).
