如果每计算机系统策略设置为 1（一），则 Windows Installer 不会与重启管理器交互，而是使用 FilesInUse 对话框。

如果每计算机系统策略设置为 2（二），则 Windows Installer 将使用 FilesInUse 对话框。 在安装尚未创作为使用重启管理器的 Windows Installer 包时，此设置会禁止重启管理器尝试减少重启。 安装程序仍使用重启管理器来检测应用程序正在使用的文件。

在 Windows Vista 上，从 Windows Installer 版本 4.0 开始提供 DisableAutomaticApplicationShutdown 策略。
