Register Microsoft Windows Hardware Developer Program Fail

Hi All,

I want to enable the hardware dashboard feature on my current account. I have already confirmed the following:

The account is a global administrator.

The account's legal info verification has been passed.

However, following the steps on this website: https://learn.microsoft.com/en-us/windows-hardware/drivers/dashboard/hardware-program-register

Everything goes smoothly until the final step, but after clicking Finish, an error message always appears.

What other aspects should I check or be aware of?
