默認實作會嘗試列舉所有可用的地區設定，並將其傳遞至 #onIsLanguageAvailable(String, String, String) 並建立語音實例（使用地區設定的 BCP-47 語言標記作為所支援之語音名稱）。 請注意，此實作僅適用於單一地區設定沒有多個語音的引擎。 此外，此實作不適用於 方法所 Locale#getAvailableLocales() 傳回集合中未列出的地區設定。
