[in] Bit flags, representing launch options, formed using values from the __VSDBGLAUNCHFLAGS enumeration.

[out] Boolean. Set to true
if you can launch the debugger.
Returns
If the method succeeds, it returns S_OK. If it fails, it returns an error code.
