Returns an IVsLibrary interface for the requested library.

The environment's object manager obtains a count of the number of libraries in the library manager by calling GetCount
. The nLibIndex
parameter is a zero based index to one of the IVsLibrary implementations in the library manager. Once the IVsLibrary interface is returned, the environment uses IVsLibrary methods to obtain information about objects in the library.
