介面IWebRequestCreate會定義子系必須用來向 WebRequest.Create 方法註冊的方法WebRequest。

實作 介面的 IWebRequestCreate 類別可以向 WebRequest 類別註冊，並與特定 URI 配置相關聯， WebRequest 如此一來，當要求的 URI 符合該配置時，呼叫 類別的 Create 方法。
