2.2.3.19.1 Certificate (ResolveRecipients)
The Certificate element is an optional child element of the Certificates element in ResolveRecipients command responses that contains the X509 certificate binary large object (BLOB) that is encoded with base64 encoding.

This element is returned by the server only if the client specifies a value of 2 in the CertificateRetrieval element (section 2.2.3.22) in the ResolveRecipients command request.
