Do these days Microsoft account verification methods aren't working?

I tried to verify to sign in MS account many times, for authenticator it says you have to set up again,
during email verification it verifies at first but deny at second step & doesn't send code on phone

You mentioned that the Microsoft Authenticator app is asking you to set it up again, and during email verification, the process fails at the second step and you're not receiving a code on your phone. The image you've uploaded shows a message saying, "That verification method isn't working right now. Please try another method." This is a frustrating situation, as it can completely lock you out of your account.

Since you’re using Windows 11 on Hyper-V, here are some steps to try:

Option 1:  Use the Microsoft Account Recovery Form

  • Go to the Microsoft account recovery page: https://account.live.com/password/reset> Enter the email address, phone number, or Skype name associated with your account. > When you're unable to use the verification methods, select "I don't have any of these" or similar > Follow the prompt on the screen to fill out your personal information that you set up on your Microsoft account

Option 2: Update Your Security Information

  • Go to the Microsoft account security page: https://account.microsoft.com/security> Sign in if prompted > Click on "Advanced security options."  > Follow the prompt on the screen to fill out your personal information that you set up on your Microsoft account

Important Note: Any changes to your security information will initiate a 30-day waiting period. During this time, you cannot make further changes. This is a security measure.

Option 3: Reinstall and Reconfigure Microsoft Authenticator (Last solution)

Since the Authenticator app is a key part of your problem, it's worth trying to refresh its connection to your account if none of the options above work.

Recommendation: Report to Feedback Hub
