Chrome or Edge browser windows just started resizing when maximizing from the taskbar

Recently, when I maximize any browser window from the taskbar, Windows 11 changes the size of the window. I have SNAP WINDOWS turned off. The window comes back up from the taskbar much bigger than when I minimized it. It never happened before and I dont know if it was from an update or because i got a new TV. It seemed to start when I plugged the new TV. This happens with Edge and Chrome. I reinstalled chrome and deleted all settings and it still happens.

Im thinking maybe my desktop window preference file (?) must have gotten corrupted but I dont know which where it is to delete it. Its not a big issue. Its just annoying when your min maxing all day because of security cameras and such. Any help would be greatly appreciated.

Sorry but none of that worked. I already said in my OP that Snap Windows is OFF.
