Thank you for posting on Microsoft Q&A forum and informed us about the issue with your account. From your description I believed that the issue could be due to account verification, to troubleshoot this please follows:

1. Verify account settings:

  • Sign in to your Microsoft account > go to Your info (Personal info) > check the birthdate and make sure it is set to your correct age as an adult
  • After that, sign in to your Xbox account again > Xbox profile > Safety & Privacy and change settings again to see if the issue persists.

2. Check Family account:

You mentioned that you're not in a family group but just checking just in case since even if you managed to leave a family group, your account may still have some restriction

  • Go to Microsoft Family Safety > Verify status as a standalone user, in case you see an old family group > Click the three-dot next to the organizer account > Remove
