Disable CTRL key opening the Layout Menu (Excel for Windows)

When using Excel, while the keyboard cursor is NOT in a cell AND one or more cells are highlighted (selected), when I press the Control key, before I can press any other key (trying to use a keyboard shortcut), I am presented with either of two popup menus. How can I:

a) extend the timer involved to delay the popup so I have time to press the second key, or,

b) disable the unwanted popup from happening?

Excel's built in assistance features, present Excel's assistance simply too soon. The end user needs a second or two.

Launch Excel (even in "safe" mode). Create a blank spreadsheet. Enter the number 1 in cell A1. Enter the number 2 in cell A2. Now highlight both cells. Using the keyboard, start a copy using the keyboard (Control and add "C"). If you are too slow, the following dialogue pops up:

It appears to be native to Excel.

Greatly appreciate your update.

Based on your screenshot, the issue you're having is that when you try to copy the select cells using Ctrl + C, if the action pressing Ctrl then pressing C is slow, Excel will understand as pressing Ctrl only and show up the Quick Analysis popup window.

To avoid this uncomfortable behavior, you can turn off that popup window by going File > Options > General > in User interface options uncheck the box Show Quick Analysis.

Fixes the problem by throwing away the offending "feature". Too bad a timer cannot be adjusted to keep the feature around, but delay its "attack" by a second or two.

I want to share more details about the Quick Analysis popup: the setting makes the popup option doesn't show up in the Excel interface to avoid shortcut problems. If you need that feature, you can still use it by right clicking on the cell and selecting Quick Analysis manually.

According to your concern, it highly comes from an Add‑in that has set Ctrl button triggering a popup command. I suggest you can try following these steps to verify the issue:

Press Windows + R to open Run dialog box and type excel /safe > press OK to run.

Try using Ctrl there. If it works normally, the problem is confirmed to be due to an add-in.
Then and go to File > Options > Add-ins > select Excel Add-ins > Go > uncheck all listed add-ins and click OK. Repeat the same steps with the COM add-ins

Restart Excel and check if the issue is gone. Then re-enable the add-ins one by one and restarting Excel each time to find which one causing the error.
