I recently set up my outlook.com email. I added a distribution list for my church communications, but I am not able to send anything using the DL. It says Microsoft is preventing spamming.

I completely understand how frustrating this must be. When you try to email a group, the system sees a new account sending a message to multiple people at once. Unfortunately, this mimics the behavior of spam bots, so the system temporarily blocks the message to be safe even though your emails are legitimate. 

 Here is my recommendation to fix this 

1. Since the block was just triggered, please wait 24 hours before trying to send mass emails again. 
2. For the next few days, try sending individual emails to one person at a time and ask them to reply. These 2-way interactions build your "Account Reputation" quickly. 
3. Instead of sending to the entire list at once, please split your distribution list into smaller groups. 
4. Do not send these emails back-to-back in a short period. Please wait a while between each batch so the system recognizes you as a human user and not an automated spammer.
