Domain fully indexed but not served in Bing SERPs since Feb 8 – domain-level suppression?

Since February 8, 2026 my website has completely disappeared from Bing search results. The site: operator returns 0 results, including the homepage.

We've ruled out every technical cause:

Bingbot is crawling normally with 200 OK responses
Pages are still indexed
No robots.txt blocks or server restrictions
No DMCA or legal removal
No manual action shown in Bing Webmaster Tools
Sitemaps valid and submitted
No site changes made around Feb 8

The drop was a hard cliff-edge cutoff affecting all pages simultaneously — not a gradual decline. Bing support confirmed the site "appears not served fully" but we haven't received a human review yet.

Has anyone experienced this before? Is this a known domain-level serving filter on Bing? And is there any way to escalate beyond the standard support ticket for a faster resolution?

Any help from the community or Bing team would be greatly appreciated.

In these cases, pages can remain crawlable and even appear “indexed” in Bing Webmaster Tools, but are algorithmically excluded from being served in SERPs. This typically presents exactly as you’re seeing it: a hard cutoff affecting all URLs at once, site: returning zero results (including the homepage), and no manual action or policy notice visible.

A few important points based on similar reports:

This is not a crawl, indexing, or robots issue
It’s not a traditional manual penalty
It can be triggered by Bing-side quality or trust re-evaluations, even if nothing changed on your site
Only an internal Bing review can lift it

Unfortunately, there’s no faster or alternate escalation path beyond Bing Webmaster Support. What has helped others is keeping the existing ticket open, explicitly requesting a human/domain-level review, and referencing that the domain is indexed but not served.

However, I'm struggling to identify what the actual violation could be, because:

My site is fully indexed on Google with no issues

The only changes I made recently were a visual/design refresh (cleaner, more modern look)

No major content changes, no URL changes that I'm aware of

Given that, do you have any insight into what could specifically trigger a confirmed violation on Bing but not Google? I'm wondering if the redesign may have inadvertently introduced something Bing is sensitive to — like JavaScript rendering issues, changes to internal linking, or page speed regressions — even though nothing was intentionally changed from an SEO perspective.

That said, since Bing has confirmed this was the result of a manual review, only the Bing Webmaster team can determine what specific guideline was violated. As community moderators, we don’t have access to Bing’s internal review notes, quality signals, or enforcement criteria, and we can’t see what the reviewer flagged.

A design refresh alone can sometimes surface issues that Bing is sensitive to (rendering, crawlability, perceived quality, etc.), but identifying the exact cause requires insight into Bing’s internal evaluation. Unfortunately, that’s not something moderators or community members can reliably diagnose from the outside.

At this point, the best next step is to follow up directly with Bing Webmaster Support and ask them to clarify which guideline area was violated (for example: content quality, rendering, discoverability, or site behavior).
