Partner Launch Benefits recipient cannot activate M365 E5 Developer Subscription due to *.onmicrosoft.com account deadlock

Hello,

I am a Partner Launch Benefits recipient and I am unable to activate the Microsoft 365 E5 Developer Subscription that is included in my benefits. I believe this affects other partners in the same situation and I hope this post helps others too.

PROBLEM

When signing into https://developer.microsoft.com/en-us/microsoft-365/profile I receive:

"We're unable to sign you in with this account"

Error Code: 41101

ROOT CAUSE

My Partner Center account is in *.onmicrosoft.com format (e.g. ******@contoso.onmicrosoft.com). The Microsoft 365 Developer Program explicitly blocks *.onmicrosoft.com accounts. However, this account format was created by Microsoft's own Partner Launch Benefits onboarding process. I followed Microsoft's instructions exactly. This creates a deadlock entirely within Microsoft's own systems.

WORKAROUND ATTEMPTED

To work around this I:

  • Added a custom domain to my Microsoft 365 tenant (e.g. contoso.com)
  • Created a new user on that domain (e.g. ******@contoso.com)
  • Assigned the user Microsoft AI Cloud Partner Program partner admin and Account admin roles in Partner Center
  • Attempted to register for the Developer Program with the new user

Result: Error 41101 is gone, but I now receive "You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription." The eligibility check does not recognize the new user as a Partner Launch Benefits recipient, as the eligibility appears tied exclusively to the original *.onmicrosoft.com account.

ELIGIBILITY CONFIRMATION

Partner Launch Benefits Recipients are explicitly listed as eligible in Microsoft's official documentation:

QUESTIONS

  1. Has anyone else faced this exact situation and found a resolution?
  2. Is there a way to link Partner Launch Benefits eligibility to a custom domain account?

    UPDATE - RESOLVED

    I am happy to report that the issue has been resolved, approximately 6 days after purchasing the Partner Launch Benefits program.

    No explicit confirmation or explanation was received from Microsoft Support, but the eligibility for the Microsoft 365 E5 Developer Subscription eventually appeared and I was able to activate it successfully.

    Timeline of what I did:

    1.	Raised support ticket with Partner Support
    
    2.	Was redirected to dxipsup@microsoft.com (M365 Developer Support team)
    
    3.	Sent a detailed email to dxipsup@microsoft.com explaining the deadlock
    
    4.	Posted this Q&A question
    
    5.	~6 days after purchase - it started working without any explicit notification
    

    It is unclear whether the fix was triggered by the support ticket, the email to dxipsup@microsoft.com, or whether it was simply a delayed backend sync of Partner Launch Benefits eligibility. Microsoft never confirmed what was done.

    KEY TAKEAWAYS FOR OTHERS IN THE SAME SITUATION:

In addition, the qualification and renewal process for Microsoft 365 Developer Program tenants is fully automated and based on predefined algorithms and telemetry. Therefore, I’m unable to manually reset or override Developer Program eligibility.

    According to the official documentation Welcome to the Microsoft 365 Developer Program, Microsoft AI Cloud Partner Program participants must sign in using their corporate email in order for the eligibility option to appear.

    If your organization’s “corporate email” is actually using an *.onmicrosoft.com domain, please be aware that the Developer Program does not support sign‑in or enrollment with *.onmicrosoft.com accounts, which matches the behavior you are seeing.

    In that case, contacting Microsoft Support is indeed the correct next step.

    If you have already created a user under a custom domain, but eligibility still does not show up, it is possible that your eligibility is still mapped to the original *.onmicrosoft.com account. In this case, I recommend continuing the conversation with Microsoft Support for further assistance.
