    Hi,

In the case of a Q&A, if it doesn't work, try downloading it using Microsoft's media creation tools.

    https://go.microsoft.com/fwlink/?linkid=2156295

Select Download tool now, and select Run. You need to be an administrator to run this tool.

If you agree to the license terms, select Accept.

On the What do you want to do? page, select Create installation media for another PC, and then select Next.

The application will automatically identify the correct version of windows 10 for your system, from Next.

Select which media you want to use ISO file. Save an ISO file to your PC

The error message indicates that the download request is being blocked because the service detects the use of anonymous or location-hiding technologies (such as a VPN, proxy, or similar). To resolve this and download the Windows 11 ISO:

    1. Turn off any VPN, proxy, or anonymizing service being used.
    2. Close the browser completely.
    3. Clear the browser cache and cookies.
    4. Reopen the browser and try the download again from the official Windows 11 download page.

A similar case was resolved by disabling the VPN and clearing the browser cache; after that, the ISO download completed successfully.

If the problem persists even with VPN/proxy disabled and cache cleared, contact Microsoft Support and provide the message code shown in the error so they can investigate further.
