Hi @Jo Ker ,
We resolved this case by using an Azure Logic App automation workflow. Whenever a new user is added, removed, or disabled, it triggers the workflow, which syncs all company contacts to each user's personal contacts.

After that, the contacts can be easily synced from Outlook to mobile contacts, either by manually enabling synchronization in Outlook or by creating an app configuration policy in Intune.

@Artem Shaturskyi, Thankis for the reply. After discussing with outlook support, I find the Contacts in outlook is personal Outlook contacts list which you can add the people you want. And there's no built in option to add all GAL to contacts.

But you can add contacts you want from the Global Address List (GAL) to your Outlook contacts, follow these steps:

    1. Open Outlook and go to the Home tab.
    2. Click on the Address Book icon in the ribbon.
    3. In the Address Book window, select Global Address List from the drop-down menu.
    4. Find the contact you want to add by scrolling or using the search bar.
    5. Double-click on the contact's name to open their details.
    6. Click on the Add to Contacts button.

This will add the selected contact to your personal Outlook contacts list

Hope he above information can help.

@Artem Shaturskyi , Thanks for posting in Q&A. Based as I know, to let contacts created in Outlook app to sync with native contacts app. We can create an app protection policy and an app configuration policy.

For app protection policy, we can set "Sync policy managed app data with native apps or add-ins" as allow.

    https://learn.microsoft.com/en-us/mem/intune/apps/app-protection-policy-settings-android#functionality

For app configuration policy, we can set "Save Contacts" to Yes.

    User's image

You can also set the synchronization of contact fields to the native app by the following setting.

    User's image

For more detailed steps, you can refer to the following link.

Note: non-Microsoft link, just for the reference.

Hope the above information can help.
